📢 Immediate Government Directive:

Acting Executive Secretary Ralph G. Recto, by authority of the President, has officially signed Memorandum Circular No. 136. This directive suspends work in all government agencies and instrumentalities under the Executive branch starting at 1:00 P.M. on Monday, September 28, 2026. The early dismissal allows government workers to celebrate the 34th National Family Week and "Kainang Pamilya Mahalaga" Day with their loved ones.

📋 Scope and Guidelines of MC 136

The issuance aims to strengthen the Filipino family unit by giving state workers sufficient time to participate in programs organized by the National Committee on the Filipino Family.

🏢 Who Gets to Go Home Early?

All employees in national government agencies, bureaus, offices, Government-Owned or -Controlled Corporations (GOCCs), and State Universities and Colleges (SUCs) are covered by the 1:00 P.M. suspension.

🚑 Essential Services Exempt

Agencies whose functions involve the delivery of basic and health services, disaster preparedness and response, or other vital, uninterrupted public services must continue normal operations.

⚖️ Basis in Law

The circular is based on Proclamation No. 60 (s. 1992) designating the last week of September as Family Week, and Proclamation No. 326 (s. 2012) declaring the fourth Monday of September as "Kainang Pamilya Mahalaga" Day.

💼 Private Sector Guidelines

While strictly mandated for the Executive branch, Malacañang strongly encourages independent commissions, other government branches, and the private sector to follow suit and suspend work.

This directive mandates a shift to alternative work arrangements for government offices and alternative learning delivery modes for all classes across the National Capital Region (NCR) and 13 other provinces for Thursday, September 10, 2026, due to the continued severe impacts and heavy rainfall brought by the enhanced Southwest Monsoon (Habagat).

⚖️ The Impeachment Process Explained

Impeachment is a constitutional mechanism designed to hold high-ranking officials accountable for culpable violation of the Constitution, treason, bribery, graft and corruption, other high crimes, or betrayal of public trust. The House of Representatives holds the exclusive power to initiate all cases of impeachment.

📝 Initiation of Complaint

A verified complaint may be filed by any Member of the House of Representatives or by any citizen, provided it is officially endorsed by a Member of the House.

🔍 Committee on Justice

Once referred, the Committee on Justice evaluates the complaint to determine if it is sufficient in form and substance before conducting formal hearings.

🗳️ House Plenary Vote

A vote of at least one-third (1/3) of all the Members of the House is required to either affirm a favorable resolution or override a contrary resolution by the Committee.

⚖️ Senate Trial

If the House reaches the required 1/3 vote, the Articles of Impeachment are transmitted to the Senate, which then convenes as the sole Impeachment Court to try the official.
