A Simplified Performance Framework

Executive Order (EO) No. 61, s. 2024 mandated the establishment of a Technical Working Group (TWG) to thoroughly review and streamline the government's incentive frameworks. The core objective was to harmonize the complex Results-Based Performance Management System (RBPMS) and the Performance-Based Incentive (PBI) System with current ease of doing business initiatives.

Through Resolution No. 2026-1 and Memorandum Circular No. 2026-1, the TWG finalized the comprehensive guidelines for granting the FY 2024 Performance-Based Bonus (PBB). This represents a shift towards reducing bureaucratic bottlenecks while strictly maintaining accountability based on actual agency deliverables.

Key Guidelines for Qualification

Scoring System

  • 4 Dimensions: Agencies are evaluated on organizational performance, financial stewardship, and operational improvements.
  • 70-Point Rule: To become eligible for the FY 2024 PBB, an agency must attain a minimum overall score of 70 points across all metrics.
  • Financial Results: Actual budget spending versus the realization of committed programs is heavily monitored.

Strict Accountability

  • Isolation of Failures: If an agency receives a low rating in specific eligibility criteria, the entire agency does not necessarily lose the bonus.
  • Targeted Exclusion: The specific units or individuals (including the unit head) most responsible for the failure will be isolated and excluded from the grant.

The National Government recognizes the critical need to reward state employees for their performance and direct contributions to the government's outcome targets.

By aligning the FY 2024 incentives with the broader Socioeconomic Agenda and the Philippine Development Plan 2023-2028, the DBM aims to foster a culture of excellence, efficiency, and relentless service delivery across the Philippine bureaucracy.
