Salary Increase for Government Employees
In his third State of the Nation Address, President Ferdinand R. Marcos Jr. revealed the approval of a salary increase for government employees, based on the Department of Budget and Management’s (DBM) recommendation. This boost, to be implemented in four tranches, will also include a new medical allowance starting next year.
“The salary increase will be distributed in four phases. Funds have already been allocated for this year and subsequent years,” the President stated. An Executive Order from the Office of the President will outline the specific details of the salary increase, including salary rates for each grade and step increment. DBM Secretary Amenah "Mina" F. Pangandaman confirmed that ₱36 billion has been allocated for Personnel Services in the FY 2024 General Appropriations Act, with an additional ₱70 billion set aside in the 2025 National Expenditure Program to cover the first two tranches of the increase. “This increase demonstrates our commitment to fairly compensating our civil servants, who are essential to our nation’s operations,” said Secretary Pangandaman. The salary adjustments will affect 165,007 sub-professionals, 1,170,647 professionals, including teachers and lawyers, and 22,640 executive personnel. This initiative follows a DBM and Governance Commission study aimed at aligning government compensation with market rates and enhancing financial sustainability and equity in pay.
