Malacañang has officially issued Proclamation No. 1447, s. 2026, declaring November 16 to 18, 2026 (Monday to Wednesday) as special non-working days throughout the National Capital Region (NCR). Signed by Acting Executive Secretary Ralph G. Recto by authority of President Ferdinand R. Marcos Jr., the three-day suspension aims to alleviate traffic congestion and ensure maximum security as the Philippines hosts the 49th Association of Southeast Asian Nations (ASEAN) Summit and Related Summits.

🗺️ Scope, Reason, and Holiday Guidelines
The Philippines is the chair of ASEAN for 2026. The summit will bring together leaders from the 11 member states and various international dialogue partners. The proclamation is a necessary logistical and security measure for this high-level international event.
The declaration of the special non-working days applies only to the National Capital Region (Metro Manila). Provinces outside NCR will proceed with regular working days unless otherwise specified by localized declarations.
The work suspension is designed to significantly reduce traffic volume, allowing law enforcement, protocol officers, and foreign dignitaries to move safely and efficiently between summit venues.
The summit encompasses various high-level meetings, including the 16th ASEAN Maritime Forum on Nov 17 and the 14th Expanded ASEAN Maritime Forum on Nov 18, necessitating multi-day clearways.
As Special Non-Working Days, standard DOLE guidelines apply. Employees who do not work will not be paid (unless there is a favorable company policy). Those who work are entitled to an additional 30% of their basic wage.
